According to a National Park Service ranger stationed at that organizations facility in downtown St. Marys, Georgia (personal communications 10/21/2006) the buoy was originally moored in the St. Marys River at that location before slipping its mooring and subsequently being found adrift in the Cumberland River and towed to the Sea Camp Dock.
